Firstly, blocking someone on Twitter does not prevent them from speaking on the platform in any way. It is equivalent to hanging up the phone on someone, or refusing to speak with them at a public gathering, or perhaps . The President, like any citizen, is fully within his power to decide not to talk to somebody.
Secondly, Twitter has abused their status as a private company to ruthlessly shadowban/outright ban anyone who voices disagreeable viewpoints on the platform. Thus, this stance that the President can't block people (which is far less oppresive towards a person's ability to speak than actual banning) is very hypocritical and contradictory. If Twitter is now a "public space", which is the only place that freedom of speech officially exists (according to lefties), then Twitter's administration itself is violating this precedent thousands of times a day.
Thirdly, the judge who made this ruling (if you actually go and read into it) has already stated that their ruling is unenforceable, and law experts agree that it's basically a bullshit ruling that serves no purpose beyond political posturing.
