The official name is ボムシカー Bomushika, a combination of bomb and ashika (sea lion), and unofficially translated as Bomseel. As a Water/Fire type it would've been interesting.
Oldschool moves like Flamethrower wouldn't quite capture the theme, which might be why they scrapped it. The thing would totally work these days with moves like Burn Up, Flame Burst, and Scald.
