To be honest, I feel that Thrawn is a better fit for this than Tarkin.

Mostly due to Tarkin in the EU… using his shuttle to crush and burn to death peaceful protesters who were complaining about a recent tax with permission from the Emperor. This ironically became one of the main events that got the rebellion started.
