In case you were holding out: hope, dashed. Speaking to Inside Gamer, Pokemon boss Junichi Masuda re-confirmed that yes, there are no plans to add the National Pokedex into Sword and Shield. Although there were some "maybes" thrown out since the news came back in June at E3, Game Freak is now sticking to their guns and eliminating the prospect altogether. Masuda states: "We now have no plans to make the Pokemon that are missing in the Galar Pokedex in- game available. That is an approach that we want to continue with Pokemon games in the future. Of course, up to now it has not been possible to encounter every Pokemon in every game, so people had to transfer it from old games via Pokemon Bank to the new game, for example."

Dexit's Possible Short & Long-Term solutions.

Dexit Solutions: Short-Term Solutions Considering the relatively low amount of time between today and SwSh's release, forcing Game Freak to add the missing Pokémon in right now would inevitably cause crunch, which would be even worse. Fortunately, there are other short-term solutions to Dexit. First off, it's very unlikely we'll encounter the missing Pokémon in the game itself. Therefore, it makes sense to only add them in when Pokémon Home releases. HOME Pokémon Home, right now, releases early 2020. This would already give the developers significantly more time to add the new Pokémon. If it comes to it, I wouldn't mind a Pokémon Home delay, as long as it means we can have a more complete product. Pokémon Sword and Shield themselves, however, unfortunately cannot be delayed. They have many deals going on behind the scenes, which they can't afford to break. It doesn't matters much, however, as the gameplay won't be affected by the missing Pokémon at release anyways Dexit Solutions: Long-Term Solutions Pt. 1 The Pokémon series right now works against a rather tight schedule. I think it would be healthier for the series to have longer development times, which would allow them to add in more features, more content and more polish overall without having to remove features like Mega Evolutions and, of course, entire Pokémon lines from the Dex. Pekemey SWPRD POKEMO SHIELP TOWN Additionally, Game Freak developers have made it clear they want to work on other projects than Pokémon, such as the upcoming Town. Giving Pokémon games longer development periods would therefore allow them to focus more on their other projects while still maitaining a good level of quality for the Pokémon games. GIGA AL VWPECKER Dexit Solutions: Long-Term Solutions Pt. 2 There is a noticeable flaw with longer development times, though; what does the fanbase do while waiting for the next mainline games? Fortunately, there is a solution to that: Spinoffs! There's been a noticeable lack of console spinoffs for Pokémon lately. Personally, I think it'd be great to see sequels to spinoffs such as.. Pekenay My story Dungeon XPLORTAS CF SK7 Pokémon Ranger Pokkén Pokémon Mystery Dungeon (especially this one please) Honorable mentions to Pokémon Conquest, the PokéPark games and the Stadium series, which I unfortunately couldn't fit here. The cool thing about spinoffs is that they're not developed by Game Freak, giving them more time to work on their own projects and the main games while still expanding the franchise. Dexit Solutions: Finale POkeMoy There are other beneficial side effects to giving Pokémon games longer development times. For example, the Pokémon Adventures manga has been dealing with some nasty scheduling issues (to the point the B2/W2 arc is still not complete!) Giving the games more development time would give said manga time to make more fleshed out arcs Thanks for coming to my Ted Talk. The Sinnoh Dex's problem in Diamond & Pearl lied more in its weird type distribution, most infamously with the Chimchar and Ponyta lines being the only fire types actually present.

It did have one upside though in that gyms became based more around move types than Pokémon types, which IMO offered a better challenge since you could no longer just sweep through every gym with a few moves that were super-effective against the given type, and had to think on your toes to adjust for the different Pokémon types spread across the gym leaders' and Elite Four's teams.

Still, the fact that regional type distribution was as bad as it was in Diamond & Pearl is pretty laughable.
