Yes, that head is always spacing out and only ever contributes by shooting lightning at the same time as the other two heads. It's not really a plot point in any action scene, but the dumb head's constant spacing out and the center head's constant bitching about it is used to establish that the titans aren't mindless beasts, they're intelligent life forms
