No, the difference is that critics were rating King of the Monster with the rubric of general storytelling while fans and those familiar with the franchise were rating it on the rubric how well it preforms as a genre film. This is where critics failed. The rating of good story can be applied to all genres. But if you're rating the rate something a like a horror film then you have to ask "how well does it function as a horror film". If you're going to rate a comedy then you have to ask "how well does it function as a comedy" . The most of the critics rating King of the Monsters didn't know or cared to know enough about the genre to ask such questions and completely miss the fact that most people aren't going to see a Godzilla film for the humans.
