ROB asking that question to Megaman would be the most awkwardly robotic conversation about it.

Megaman: "Human infants come through what they call "copulation", a process in which a male of the species physically injects the female with a viscuous liquid that catalyzes the insemination process inside the female's gestation unit, a process that requires around 9 months of construction with some outside assistance from the life-sustaining module."

ROB: "…is that how robots like us were made too?"

Megaman: "No, our origins are actually simple and practical enough to be told to a child without fear of social repercussions."

ROB: "Are you not a robot kid? And what am I, anyway?"

Megaman: "Do not think too hard about it."
