This means that married women actively trying to conceive will be criminals – murderers really – because of how natural biology works. You see not every fertilized egg attaches and this isn't something a woman has any power over. Enforcing this law would be massively more invasive than the system China undergoes to monitor its citizens fertility for the one child policy. But sure, Conservatives are the party of "small government" and "personal freedom".
