The mindset comes from the fact that all DLC fighters introduced thus far have not had their spirit in-game already. When a DLC fighter gets added they're gonna want to introduce a bunch of spirits related to them to promote the fighter, so by that logic a fighter that already has a spirit or lots of spirits in its franchise might not get picked.
