It is funny because it is actually accurate. Street riots led by pyromaniacs were a thing in ancient Rome and Greece, usually from disgruntled citizens that hated the governor, and, much like today, that did nothing against the government and just burned random property instead, after which they sent armed soldiers and sliced them dead.
