Gun laws only help when it puts guns in more defenders' hands and takes them out of attackers' hands; Otherwise gun laws only escalate or deescalate. Liberal universal bans deescalate, and Conservative gun sale loopholes escalate, but unless there is actual thought put into the laws then people will keep getting shot for the same reasons.

Also, complete bans embolden criminals, so full bans aren't really an option either.
