I get that this is a running gag, but he honestly did that like once, with Frieza. He did not defeat Cell, he beat Buu only thanks to the dragon balls and a lot of help, he never defeated Beerus, Zamasu was a literal Deus Ex Machina and Jiren was not even a villain (who he defeated with extreme help too). Nothing from the original Dragon Ball could count since he never transformed there, and nobody cares about GT. So yes, he did this once.

I believe the movies helped a lot to damage Goku's reputation of screaming a lot. Dragon Ball Super was responsible for the hair color meme and that is kinda true.
