On the first bit, I'd wager with how his gloves are designed they're both heat resistant and can allow moisture to soak out of them, letting him force his explosions outward. Whereas Momo has physical objects of varying size. That and liquid/heat are a bit different when considering the idea of forcing it out through clothing.

And yeah, maybe a bit of fanservice, but that's not exactly an issue. One look at Midnight shows Horikoshi isn't exactly the prudish type.

That all being said, first reading it, I too thought of Avatar Momo. It also made me imagine the Netflix adaptation turning Momo into some kind of a cute/sexy Lemur-girl so that she could be a character that can talk with the others. And then immediately regretted having such thoughts.

As for the gloves thing: Bakugou wants to stockpile his sweat in order to create larger explosions, so it makes some sense that he would have something to collect it. Although, unless there are micro-holes in the gloves, it still does not explain how he can create explosions in his hands while wearing them.
