From Part 3 of Joel's Hard Time streams, Joel modded the game to put Bob Ross's face on one of the inmates. Then when gets arrests and goes to court, the judge just happens to have the same Bob Ross face as Joel's character. Upon seeing this, Joel loses his s--- and bursts out laughing.
