Notes:

an OER is an officer evaluation report. Basically your periodic report card at work that determines how quickly you promote and whatnot. Many officers will do stupid s--- and implement pointless changes just so they can have some bullets to put down on their evaluation. Also many officers will use the fact that they went to college as justification that they are smarter than the enlisted or made a right decision

The two guys outside the window are enlisted soldiers (i.e not officers); the lower enlisted are usually the ones who bear the brunt of aforementioned officers' "good ideas", especially when said good ideas involve manual labor or tougher restrictions on something. "recommending UCMJ" means they're recommending SPC Bobby Hill be disciplined by military law, in this case purely for retaliation at being called out by him
