I like how this works on a meta level.

In tabletop, Epic characters tend to be extremely powerful adventurers (in D&D for example, that would be Lv20+), usually at this point is when the DM wraps things up because otherwise the resident munchkin will kill God and destroy one of the fundamental laws of reality again, but this time they don't need rules lawyering to pull this up, they can do this fair and square with the vanilla Player's Handbook.

If such overpowered adventurers ever need a potion, sure it will be the strongest ones.
