My Little Pony: A New Generation - Take Friendship Seriously...or Else

I'm pretty sure it's aboot the fact that the pony society in g5 is an apartheid.

But it's poorly show in this picture.

So unicorns don't have magic and pegasi can't actually fly. Is it even "Friendship is Magic" at this point? I mean, it makes sense to me that normal ponies don't have any magic or anything, but unicorns without magic And pegasi that can't fly? Why they have any horns or wing at all?
