Explanation. This is from Hearts of Iron IV's The New Order mod which takes place in a German won WW2. Guy on the left is a Russian warlord who is obsessed with Germany and tries to LARP as them. Guy on the right is Albert Speer, the "moderate" leader of Germany that may come to power after Hitler croaks and tries to tone down the Nazi stuff.

This is especially amusing, considering Speer winds up agreeing with him if the Gang of Four beats him.
