It just originated from a meme about Smash DLC characters – Scrimblo Bimblo (the lovable Scrunko) a stand-in for cartoony styled characters like Mario, Crash, Banjo, etc. vs Popular McJRPGGuy, a stand in for anime-style characters like Fire Emblem, Final Fantasy, etc.

It’s made it’s way into Internet lingo to just mean cartoony video game mascot, it’s not any deeper than that.

If they actually make new games for those scrimblos, then it's totally fine with me.
