I like how this is just a simple combination of two images without explicitly making any original statement, but lends itself so well to socially relevant interpretation.

To be clear, the meaning I take away from it, which seems to be the understanding of most other comments here, is about evil people taking advantage of other people's sincere wishes to improve society and co-opting movements for their own personal gain and/or decidedly less benevolent visions for society.
