Aside form China for obvious reasons, would any of Russia's neighbors even want their land after a hypothetical total collapse of Russia as a country? Managing territories full of people is a massive task and I'd imagine most smaller countries wouldn't want and extra several million people to suddenly take care of, especially in an area that was formerly an opposing country that's just completely collapsed as a society. It'd be extremely impractical to just control that area overnight. It'd be more realistic in my opinion to expect the collapsed area to reform itself into several Balkanized independent states over time and not… whatever China's trying to depict here.
