Somewhat hate to get serious on a meme (and I'll preface by saying what I'm about to talk about isn't an issue inherent to Abe), but according to some Japanese culture channels I've checked out the biggest issue with the low birth rate has to do with Japanese school and work culture being so absolutely soul crushing to certain degrees that most Japanese millennials and such either just can't afford to start families, or the pressure to balance family life and work life is far too great. Meanwhile escapist works are the only way some people can cope with societal pressure, so why bother with the stress of real life when you've got a more exciting fictional one you can immerse yourself in?

Japan is absolutely not the only country where these issues crop up, you can see it in millennials in Western nations who also bring up things like rising costs without a proper rise in pay to make life as manageable as it was for baby boomers, but it feels amplified in Japan due to how successful their industries that cater to escapism are, and maybe also the fact it's an island nation smaller than a good amount of US states with high population density.
