It's simple, really: Joke characters > Serious characters, provided it's funny.

Who wins between Goku and Saitama? Saitama, because his entire character concept is a joke. Who wins between Gojo and Bugs bunny? Bugs after some outsmarting of course. Joke characters don't care about power scaling, only about good timings and dramatic irony
