She might have already known that, but not consciously. Since then she consciously tried to be less of a c---, tried, and has developed as a character since S2. Dust represents S1 Dash, or Dash without her loyalty and the blows her incredible ego has suffered. Dash if she hadn't made friends with the others. Dash gets along with her because they're the same, but she contrasts Dash's maturity over the course of the show. Suddenly Dash realizes how much she's grown up, that her childish dreams of joining the wonderbolts weren't really as important to her anymore as she always She's still brash and a little full of herself, she still has an ego, but without that growth she never would have been able to take Scoots under her wing or even noticed how much she needed it. She now knows herself and her faults and has matured from the whinny t---------- of S1 to the understanding friend who was able to finally join the wonderbolts

OP has a point. Here's a lesson for the writers out there: often, you can develop a character without even changing how she acts or thinks. All you need to do is put her in a new situation where, though she acts the same, the audience will interpret her differently. Dash didn't do anything in this episode that we haven't seen her do before,but because she did those things while standing next to another, similar character, she now comes off differently to the audience. Character development = achieved.
