Carnivores developed the signature incisors and canines because (here it comes) they developed the need for it! Not all animals have the claws or talons to help in the process of piercing flesh to down their prey.

You know which animals never developed the need for this tedious process? Plant consumers! They have all molars with large jaws to crush seeds and such. Omnivores (like humans) have a combination of the two. An example (humans) have incisors and canines, as well as two rows of molars.
