In case you haven't been keeping up with Touhou news last year Zun attended Anime Weekend Atlanta 2013 and during a Q/A he was asked if he planned on creating a official English version for the games and he responded that he's given it some thought about releasing it for steam because it would reduce costs, but it wasn't for certain. This picture was uploaded to Zun's twitter yesterday so there's a high probability that he is working on a steam version; however no other information was given other than a single sentence under the picture talking about him working on the download version.
