There is a theory that Jasper is actually a succesful Cluster. There are compelling arguments like the good ol "Jasper is a fusion" theory, and would explain why she doesn't know that herself; Also, a Jasper (as in the real stone) is pretty much a mashup of random minerals. As counterpoint, we have the fact that Jasper already existed back in the war.

She also mentions the Cluster in Jailbreak.

So it seems like they might have been an experiment being carried out during the war, and they were forced to abandon it after they lost.
