I've seen it some places so should it have an entry?

For the most part, as long as it's not something you make up, we don't already have an article for it, and does have spread, feel free to start a page for it.

Anywho, If I'm correct, the original photo was taken after the Jyllands-Posten Muhammad cartoons controversy back in 2006. After that, well.. I can't find any source that I trust. Spread quite a bit on conservative blogs, many of which have since been abandoned. Still, it does have spread and mutation. There's this photoshopped version which dates to at least 2007 changing it to "those who say islam is violent"
