From a website "It's apparently from a russian cartoon, but no one seems to know the name of it"

I haven't found anything to back that up, though.

I just asked 2-ch.ru and they couldn't identify.

They said it was probably Eastern European, but not Russian.

Might I suggest looking up Boomerang, they could have some info, I am sure they have cartoons in other countries besides AMERICA.

I hardly doubt finding the show would be easy because the otter does not seem to be a likely main character, but I could be wrong.

But you might related the two art styles, and the background since a lot of old cartoons tend to repeat them in episodes.

I would do this myself, but I am lazy.
