Specifically, moving text. I tried adding text to each frame, but is seems tedious. Is there a free website you know of to easily add moving text to a GIF?
 

I want to put "This post" on the letter the doctor is holding, and put "OP" on the old man.

There isn't any online gif editors (that are good) that I know of
I personally use Macromedia Fireworks 8, an outdated but proper efficient editor.

^Pretty much that yes. It depends on what software you prefer. I use Photoshop Elements, works well but has its limits on larger GIFs. Adding text to each layer can be tedious yeah but that's simply what you have to deal with.
