Now you might be confused what i mean by this,but yes there is a way to get any Pokemon with any Moves,IV's/EV's,Shiny etc.Without Pokegen and completly free

How to do this i list here
Step 1.Clean your Cookies and History in the 3DS browser
Step 2.Open OR/AS or X/Y game
Step 3.Position your self near a PC and make sure Box 1's first slot is kept free
Step 4.Go to the home menu and open the 3DS camera and scan the code
Step 5.Now it will show you a message telling you that the exploit works
Step 6.Go back ingame and check out your PC

NOTE:Do not Update the 3DS (It will patch the exploit)
X and Y users should NOT use codes on OR/AS exclusive stuff
Use the same steps as Pokemon for Items,but for it to work you have to be outside a Pokemon Center and go back in(After the steps being made)

I found this reddit page with more QR codes. The instructions are the same as above, and so far all are legit enough for GTS and Battle Spot, cept for the events on GTS (duh), and Darkrai apparently not working on either. I've yet to test all these myself, so take it as a "he said she said".
