Payday: The Heist - police logic

Theory time: Payday actually takes place in an alternate reality where the world is ruled by an Orwellian facist state that uses armies of cloned "law enforcement officers" to enforce their will. As such, they don't value life in the slightest, and will risk countless deaths in order to kill any lawbreakers.
