Let me impose a hypothetical here:

Imagine a Black Character from Africa in a videogame or cartoon / etc who needs a voice actor and you only have two choices. Both are equally skilled and have large ranges.

Do (or should) you go with:
A.) White Voice Actor from an African country with the right accent or language capabilities
or
B.) Black Voice Actor from Europe or the United States / etc

I'm fully aware with issues in entertainment with the casting of certain races, and I'm not trying to discourage the casting of non-white actors, but this was just something I was thinking earlier.

All black characters should be voiced by Morgan Freeman, even female black characters in hentai.

I go for option C, getting Jouji Nakata to do it.

In all seriousness however, Voice Acting allows for much more freedom when it comes to voicing characters. A black person can voice someone white, a white person can voice someone japanese, and a japanese person can voice someone black.

Really, I'd go for whomever can capture the spirit of the character being presented. Whoever can deliver the better performance and convey more emotions with their dialogue.

Have Big Shaq voice all the characters, regardless of race or gender.

i would say the voice that fits the most

3 factors
1. with the best marketing power if they have any
2. the best one for the sound of the character (a person without a native accent may not be the best voice for the role)
3. the person with the easiest understandable accent for the wider body of release.
you ever hear Jamaicans talk? the accent was designed to confound the white folk.

The one that sounds the best.

Obviously, the best option is whoever they got to voice act this.
