On March 1st, Steam released an update for Portal that patched the game, and the note simply stated the following:
Changed radio transmission frequency to comply with federal and state spectrum management regulations.
This update added 1 radio per test chamber. Each radio, when brought to the right location, receives an audio signal.
I've been following this on a few threads from various forums.

Some of the audio has been in the form of morse code spelling out generic things like "LOL" and "the quick brown fox jumps over the lazy dog" while others audio samples have actually been images transcoded into audio using the same methods for sending video over HAM radio. The end of the game has also changed.
Images 2, 6, 8, and 15 hinted at a BBS. Images 1, 3, 5, 10, 13, 14, 16, and 21 had seemingly random numbers and letters in them, but when put in the correct order, it gave an MD5 hash of 9459C6CAC8C203B8128B7CC63068D4FD. After thorough brute force attempts, the hash was cracked and revealed the number to the BBS.

The number is for a BBS that can only be reached by dialing directly with an old phone modem and negotiates at 1200 baud.
I'm not sure where the first login and password came from, but they are BACKUP and BACKUP.
Then, the terminal spews all kinds of ANSI images
I'm not sure what happened next exactly, but today, March 5th, Valve officially announced that Portal 2 will be released in October of 2010.
Valve, creators of best-selling game franchises (such as Left 4 Dead, Counter-Strike and Half-Life) and leading technologies (such as Steam and Source), today announced Portal 2 for shipment this coming holiday season.
Portal 2 is the sequel to 2007's Portal, which won 70 industry achievement awards.
All of the underlined letters in the press release together are: drattman h0nee, which turned out to be another login for the BBS.
I'm not sure exactly what was revealed from there since that last part since it was just today and I have no land-line phone to try this out myself, but one thing that has been reported was a GW-BASIC program, consisting of only 2 images.
