Is there a source of this meme and how it rose? I knew it came from 4chan as a derailing tool, with variants like one that says "Yep this one's going into my brap compilation" and one that looks like a Earthbound battle (i dont have the images tho)

I think it's just a new variation on memes like fukkin saved and neat. I don't know if that one pic and / or phrase deserves an entry of it's own but reaction images like that have been used for a long time to use as a "saving that" reaction. I feel there should be either an update to Neat entry to ad other camera reaction images or an entry other than Neat to be able to show these reaction images.

Not really. The image isn't used as a reaction image the same way as those other two. Browsing around /tv/, /pol/ and /v/ shows the meme is (fairly obviously) used to derail and infect threads. It's not a typical passive reaction image meme. It isn't a one-off in the way other reaction images are. It has variations, including board-specific ones because of its impact across the boards relating to shitposting and derailing. It's still hot in 4chan because it also reaches places like /co/ and /mu/ which evoke the same kind of reactions. Also contested with how the mods delete it handily because of how powerful of a tool it is to derail threads.
Given the context with how it was created, it's likely forced in the same vein of Bane, Sneed or Soyposting. With those being removed by the mods in the same way and having an impact on board culture through shitposting. Not similar to either of those entries because of their status as derivative reaction images.

just 2 days ago there was a large invasion of Shreks with cameras on the lookout for new cringe material, which is to say nearly every /v/ thread. anywhere you went, no matter what you spoke, you’ll likely have at least 3 Shreks taking a picture of you when you posted on /v/. It is very much forced and is not your typical reaction image
I find that this "meme" in particular is cringy in of itself. Sweet irony.
Because you feel the need to point out that it's cringy, and kind of go a little bit out of your way to call it out, that in turn makes you almost if not just as bad.
Reminds me of this situation.
Anti-cringe culture is just as bad as cringe culture by association. Let them be themselves and hopefully they'll look back and realize the… impact(?) of their decision.
