As a Chinese person, I can't help but chuckle. The government could be doing so many better things, but this is just ridiculous. Well considering the regulated television system and internet, I'm not surprised.

I'm sure most of the people who watch chinese cartoons in china are tech savvy enough to have proxies and other shit to bypass the censorships.
