Missing Windows Vista (Re?)format disk.

My parent's Vista has gotten so clogged up that they asked me to format (or is it reformat?) their computer, since I have before. But after transferring their important files to a external drive, I learned that the disk I need to wipe the thing is gone.

Does anyone know if it's possible (and if so, where) to download the files somwhere and burn them to a disk, and if so do I have to contact HP or Windows or whoever first to make some sort of request? Or if that's not possible, do they sell the disk online?

Sorry for frequently bugging everyone with my problems; I don't really have anyone else I can think to ask other than customer service, and I'd really like to avoid that if possible. That, and since there were some windows 10 threads, I figured someone here may know the answer.
