… Or when they can't sign in, post, or do anything with their account, I think. Whichever comes first though.

Ah, good to see someone posting in a thread I made. When users stopped responding to me or posting in my threads, I started to get suspicious. But now I know that my posts aren't invisible. :)
If you were deactivated, you wouldn't even be able to log in. And I thought that this fact would be somewhat obvious, along with Inquisition up there.

Some sites have what's called a "Bozo" feature: everything that a user posts on the site is visible only to himself, so the effect is like being banned, but the victim doesn't even know it.

Wow that would make them feel like no-body cares about them. So they'd leave. Nice idea.
