Fan translations have been important in increasing the popularity of certain shows but yes there is a piracy issue.
I don't know if there's a straightforward solution but look how much quicker stuff comes out via licensed or paid service streams now. There is "simulcasting" and all sorts and it's a lot easier to watch shows legally than it used to be.
That said there are still things that don't get picked up that only receive attention because fan subbers noticed them in the first place.
It's kind of a murky area.
