Wasted potential in video games

What do you consider one of the greatest wastes of potential you have ever seen in a video game? This can be about a plotline you feel wasn't explained as well as it could have been, a character that wasn't fully realized, a setting that could have been better explored, or a game mechanic that you feel could have been elaborated on better.
No cancelled games, there's already a thread for that. No sequel begs, that deserves a separate thread.
For me, one of the absolute biggest wastes of potential comes from the Pokemon Spritzee.

There was so much potential with Spritzee. A Pokemon based on a plague doctor had so many potential directions it could be taken. And how did they realize all the potential that Spritzee brought to the table? They had it evolve into a fucking Can-Can dancer.

Why? Why would you take the potential a plague doctor brings to the table, potential which is clearly acknowledged with their abilities, movesets, and their Pokedex entries talking about how they fight with powerful aromas, and then just turn them into something completely off the wall? I know I'm not alone on this, either- almost every time I've seen a "top 10 least favorite Pokemon" list on Youtube, Aromatisse is almost always addressed, and the reason is always the same: wasted potential.

About the actual thread i have to say most of the ass creed games, no spark, all made with same formula but different setting. Actually most ubisoft game are made the same now that i think about it.

I was huge disapointed with watch dogs, i was expecting some kind of hacker game/adventure, but at the end it just was a generic GTA with smart phone, instead of using your wits and your hacking skill to solve missions you just use pew-pew 'murica! style of solving problems

The second disc of Xenogears is a pretty well known example of wasted potential (and later, dropping Xenosaga after the first arc), barring that though, Bamco dropping the feature to paint your aircraft after Assault Horizon is just baffling, it was one of the few universally liked features of that game.

Doom 3. It's not a bad game, it looks and plays good, but there are some bafflingly shit game design decisions, like making it (mostly) about close-quarters combat but giving you a woefully underpowered shotgun. It also constantly spawns enemies behind you literally out of nowhere to the point where it becomes a chore to check for them after every single combat encounter. It's a shame because the game's engine is top-tier and had huge potential.
