"And The Best Part Of This Plan Is No One Can Stop Me" is a quote spoken by the character Dr. Evil in the 2002 film Austin Powers in Goldmember in regards to his "Preparation H" plan. In April 2020, the quote was uploaded to TikTok as an original sound and went viral in May 2022 in lip-dub skits where users make jokes about ironically evil things they do or jokes about things they know they shouldn't do but will anyways, often while using the "Tiny Bee" Creative Filter.
Origin
On July 26th, 2002, Austin Powers in Goldmember, the third film in the Austin Powers series, was released in the U.S. In one scene, Dr. Evil explains his plan, titled "Preparation H," to his henchmen and son, saying, "And the best part of this plan is no one can stop me, not even Austin Powers" (shown below).
On April 24th, 2020, TikToker[1] @charlie.mosey posted a lip-dub video where he refills a liquor bottle with water, captioned "Teenage me refilling my parents' booze with water," gaining over 1.1 million views in two years (shown below).

In late April throughout May 2022, the original sound started to go viral in similar lip-dub skits about lightly evil acts and about things that users do that they shouldn't, but won't stop, inspiring over 220,000 videos by May 5th. Many of the videos use the "Tiny Bee" filter over the dub, which turns them into a fat bumblebee. For example, on April 25th, TikToker[2] @alicemaee12 posted a video using the sound and filter captioned, "Me omw to buy more clothes when my wardrobe is full to the brim," gaining over 2.6 million views in a week (shown below, left). On April 26th, TikToker[3] @daphmanfire posted a video using the filter and sound captioned, "me omw to get involved with another tall medium ugly brunette man who doesn't care if i live or d!3," gaining over 1.6 million views in a week (shown below, right).

Some of the highest engagement videos involve pets and animals acting in evil ways. For example, on April 30th, TikToker[4] @elliewiththebelly1 posted a video where his cat stares evilly into the camera and TikToker[5] @hellosolly posted a video showing a koala jumping at a baby, gaining over 4.4 million and 4.8 million views respectively in five days (shown below, left and right). On May 4th, Bustle[6] published an article on the trend, calling it the "Tiny Bee Trend."
