Community Activities Restrictions Enforcement

Overview

Pemberlakuan Pembatasan Kegiatan Masyarakat (Eng. Community Activities Restrictions Enforcement) abbreviated as PPKM is a government policy by limiting any society activities at outside to preventing COVID-19 pandemic in Indonesia. The policy will be expanded every 1-2 weeks until the pandemic under control. Due to endless expand and no one know when the PPKM will be over, Indonesians starting to create various memes about it.

Background

The first PPKM^[1] was started on January 11th, 2021, the policy will limit any society activities at outside such as temporarily closed many facilities such as mall, zoo, eat dine-in at restaurants, tourist attractions, etc. While other activities such as school, college, and work will be done at home. It will be apply in two weeks at seven provinces including Jakarta, West Java, Banten, Central Java, Yogyakarta, East Java, and Bali Island. On March 9th, 2021, the policy^[2] got expanded by adding three provinces to the list such as North Sumatra, East Kalimantan, and South Celebes. As the peak on June 1st, 2021, all of 34 provinces applying the policy called Micro PPKM^[4].

On July 2nd, 2021, as the pandemic reach second wave^[4], Ministry of Home Affairs released a Instruction to start Emergency PPKM^[5][6] that will be apply in Java, Bali Island, and 15 regions from July 3rd and 12th until July 20th, 2021.

Pakar Usul PPKM Diperpanjang Sampai X (Eng. Experts Suggest PPKM Should be Extended Until X) refers to screenshot of thumbnail news from Indonesian media outlet Detik^[7] about the experts that suggest government to expand the PPKM until August 2021. Mostly Indonesians edited the title of it.

For example On July 18th, 2021, Facebook^[8] page Dikala anda membaca B e r i t a uploaded edited image by replace the title to "Pakar Usul PPKM Diperpanjang sampai Jumpa Kawanku, Semoga Kita Selalu, Menjadi Sebuah Kisah Klasik, Untuk Masa Depan". It related to cropped lyric from song titled "Sebuah Kisah Klasik" by Indonesian band Sheila on 7. The post received more than more than 2,400 reactions and 674 shares (shown below, left). On the same day, Facebook^[9] Page Komik LoL uploaded edited image by replace the title to "Pakar Usul PPKM Diperpanjang Sampai League of Legends Menjadi Balance" (Eng. Experts Suggest PPKM Should be Expanded Until League of Legends Became Balance). The post received more than 910 reactions and 109 shares (shown below, right).

PPKM Level 1-4

PPKM Level 1-4 refers to policy about pandemic spread scale risk from lowest to highest. It will affect to some facilities that were previously closed can be opened again at some regions with several terms. Most Indonesians create parody of the leveling. For example on July 21st, 2021, Facebook^[10] user Handy Fernandy uploaded post parodying PPKM leveling by using Dragon Ball reference. The post received more than 1,500 reactions and 2,900 shares (shown below, left). On the same day, Twitter^[11] user @hipohan uploaded tweet parody of PPKM leveling by using Star Wars list movies. The tweet received more than 2,400 likes and 1,100 retweets (shown below, right).

Makan di Restoran dengan Waktu 20 Menit

Makan di Restoran dengan Waktu 20 Menit (Eng. Eat Dine-in at Restaurant Within 20 Minutes) refers to policy that allow people to eat dine-in at restaurant within maximum 20 minutes. Indonesians criticize how people can be eat fastener than usual. For example on July 26th, 2021, Twitter^[12] user @AREAJULID uploaded photo depicting people who want to eat dine-in are worried that the time is out while they are ordering the food. The tweet received more than 57,200 likes and 9,700 retweets (shown below, left). On the same day, Facebook^[13] user Kemall uploaded video POV meme with text-to-speech says "waktu yang tersisa tinggal 10 menit" (Eng. 10 minutes left (for you to eat)), implying people who eat dine-in at restaurant only have 10 minutes left. The video received 718 reactions and more than 2,600 shares (shown below, right).
