There's a period in childhood where you psychologically "imprint" the people frequently around you as sexually-off-limits, likely being an adaptation that reduced the rate of inbreeding in populations with the gene that causes that behavior.

However, it's also normal to be attracted to people who're similar to you. Both physically---hair color, eyes, nose shape, lips, etc---and culturally. This is likely also an adaptation that created stronger, more closely-knit communities that were able to outcompete other communities without that in-group bias.

Freud was raised almost solely by his wet-nurse and had very little contact with his mother prior to adulthood. As a result he did not instinctively recognize her as his mother, just as a sexually mature woman who was physically and culturally similar to him.

Keep in mind his mother was 21 when he was born, so when he was 18 she was still only 39 which is still quite young and healthy for a woman whose household was so wealthy they could afford a full-time wet-nurse.
