"It sure is!", or alternately "This is X. It sure is!" is a phrase said by the character Good Luck Bear in the episode "Luck O' The Oopsy" of the second season of Care Bears: Adventures in Care-a-lot. The phrase is commonly associated with a clip of Good Luck Bear saying this in some videos.
Origin
Both the phrase and clip originate from a scene in the Care Bears: Adventures in Care-a-lot episode "Luck O' The Oopsy", which first aired on November 8th, 2008. In the scene, a character named Good Luck Bear confronts Oopsy Bear about him having bad luck. Oopsy then questions Good Luck's belly badge being a clover, resulting in him saying the phrase.

One of the earliest uses of the clip was back on September 7th, 2018, when a user called Lillian Video Entertainment uploaded a web series that contained the clip.

9 months after the video got uploaded, a user called JacobH used the clip on several reaction videos, starting with this one.
