This meme began on a Youtube video that discussed a single person's view on Modern Warfare 3 and Battlefield 3. (https://www.youtube.com/watch?v=f_wp1e4wFbw) Being that Battlefield 3 was currently one of the most talked-about FPSs at the time, one Youtube comment began comparing BF3 to MW3, which led to a slew of other debates about Battlefield and other FPSs, stating that MW3 lacked a level, named Caspian Border, and aerial combat via jets.
Following this, in all caps, one comment replied in response to a pro-MW3 comment: WHERE IS CASPIAN BORDER?
The inception of this occurred on similar videos featuring shooter-based titles with comments asking "WHERE ARE THE JETS/CASPIAN BORDER" in reference to Battlefield 3. Variations included simply saying "Where are the jets" or just "Where is Caspian Border". Comments could be found on videos as old as World at War.
The hubris of this meme is that it inherently implies that a game is "not as good as Battlefield 3" because there is no Caspian Border or lacks jets in multiplayer gameplay. However, the meme can easily be redirected as a play on obsessive fans who make illogical comparisons of Battlefield 3 to any other title.
The meme can also extend to other games without an attachment to Battlefield 3, be it any shooter with a feature that makes its fans reference it frequently (Prestige, Killstreaks, jets, no-scoping, shields, Elite, mics, CQCEX, etc).
