What happened is that Jordan Scott was such a fan of the series that he decided to make a little fan game. It was basically a horde-survival game (last as long as possible).
He released it on April 1st, 2014 (Rooster Teeth's Anniversary). He stated that he just made it for fun and had no real intention of continuing it. Less than a day later he was contacted by our late, dear friend and awesome animator Mr. Oum. During the RTX 2014 RWBY panel it was announced that Scott had been hired and that Rooster Teeth was proceeding forward with the game.
