I think the blatant laziness is part of the joke.

Yeah, Chavez and Maduro ruined Venezuela with their never-ending Bolivarian Revolution. It's been years since their economy went to hell, but since Venezuela literally floats in oil, they could pretend shit wasn't so bad. But now that oil has hit a historical low, they barely can keep the welfare that feeds over half of the country.

They're now desperately trying to arrest and kill the "evil capitalists" and raising taxes to ludicrous levels, but their system is imploding. As always, socialism has failed.
