It works a bit differently if you read the source (It's an actual D&D build).

TL;DR:
In 3.5, an Illumian human subrace can have various modifiers, including one that allows to derive spells from Stength attribute.

In Vile Darkness sourcebook there is a disease called Festering Anger that gives you stacking +2 str a day, but damages your con by 1d3 while you are diseased.

Prestige Class of Cancer Mage from same book can become a "disease host" that makes him enjoy all the positives of a disease without the negatives.

And so, magical and physical strenght of a Muscle Wizard grows each day, the only ownside being that he needs a DC 22 Will save each day or risk lashing out his anger on random objects, including his party.

Basically you become ManaHulk.
