It's a poem from a dead chick, of course it doesn't dictate policy. And things weren't that different with the migration/refugee situation. Just like now, people focused on the immigrants that they were afraid of, rather than the people who were deeply in need and that enriched first our labor pool and later our culture. But go ahead and live in comfort and intellectual smugness while others worry about compassion and humanity, since that's working for you.
Also to add to this, safety isn't a REAL concern, since the actual numbers of people killed through foreign terrorists in the US is rather fucking low, even compared to toddlers killing people with guns. However, one could easily make an effective argument for economic reasons, that we don't really have the money or budget to handle too many refugees at once.
But they don't do that. They tried to play up the xenophobic aspect, claimed it's for the best of national security and the masses responded in their own way. It's why people have decided that this was an act of racism, and honestly… even if it in of itself isn't racist (although at this point, I feel it's getting harder to say it isn't.), it's a really fucking stupid thing to do PR wise.
