That's the nature of our tax system. The ones who pay federal taxes are the middle class and the upper class which move around due to the nature of our capitalistic system, so naturally the tax breaks are going to fall to them. The Rich that people complain about pay no taxes anyway because they abuse the tax loopholes that have sprouted up (something that needs to be fixed). So the only ones the high taxes effect are the ones who are owners of small to medium businesses and those who have high paying jobs. The lower percentages of the population pay next to nothing. You can't get more tax breaks if you already have the biggest break of them all.

State tax however is where the main bulk of the people's income go. States like California and New York focus their taxes on the "Rich" side because there is a lot of industry there. (That's soon to change because of the unfair and idiotic use of taxpayer money which is causing a massive exodus of small and big businesses alike to lighter taxed areas of the country) However many states put more taxes on the poor or middle class to compensate for not having a lot of "Rich" people. And because these states are also reliant on the welfare system in the first place, they don't have a lot of funds for basic services.
